Interlock
Devices
GUARDIAN WR2 - MAJOR FEATURES
The WR2 is the most technologically advanced alcohol interlock
on the market. It was the first device to meet interlock
standards in Canada, USA, Sweden, and Australia concurrently.
The WR2 interlock device was the first to be able to detect,
log and take immediate action against unauthorised starting
of a vehicle when the sample head is disconnected.
The WR2's "breath signature" requirement sets
the highest standard for thwarting the use of bogus breath
samples or other attempts to fool the system.
The WR2 has also set a new standard for use of the optional
emergency override feature, designed to restrict its use
to true emergency situations.
The WR2's comprehensive data logging provides a detailed
record of the interlock and vehicle use including, in
particular, any program violations that are committed.
The WR2's superior features are multiplied by an advanced
management information system that monitors all aspects
of delivery of interlock program services, as well as
user compliance.
Additional proprietary software developed by GIS gives
administering authorities secure Internet access to client
and program data involving use of the WR2.
Language selection capabilities enable choice of language
in which messages and/or log reports or other program
data will be displayed.
Integrity
While
the Guardian WR2 interlock will prevent starting, the
data log will simultaneously record all events so that
any violations can be detected and actioned by authorities.
In
addition to these features, every technician is thoroughly
trained to check the vehicle installation at every service,
including:
·
Verification that the interlock unit is able to activate
the alarm horn and / or emergency
flashers, and detect the engine running condition;
·
Physical inspection of wiring to ensure tampering has
not occurred;

INTEGRITY
(continued)
· Review of electrical system to prevent problems; and
· Inspection of all tamper seals.
Components -
The WR2 has two components - the Control Module, which
interconnects with the vehicle's electrical wiring and
other control systems. The Sample Head is used to conduct
the breath alcohol tests. It has an orifice for the mouthpiece,
a ready indicator, and connects to the Control Module
by a coiled cable.
Messages -
The WR2 has an array of messages and tones to give the
user a clear understanding of the operation of the interlock
device during the use of the vehicle. (The front panel
of the Control Module has a power button, led indicator,
speaker, an alphanumeric message display, and the connector
for the Sample Head / PC Interface.)
Programmable
Features - The WR2 has a range of programmable features
designed so that the unit may be customised to meet the
requirements of authorities, and held secure from local
service provider tampering to ensure the integrity of
the program.
Anti-Circumvention
Features - The WR2 has an unmatched range of anti-circumvention
features that provide a high degree of control over program
participants. It is specifically designed to detect attempts
to circumvent, and its design is augmented by stringent
installation and service delivery standards. While circumvention
cannot be totally prevented, any attempt at circumvention
or tampering will be detected and logged. The following
features and procedures are used to thwart circumvention:
|
OVERVIEW
Permanent Connection - The Control module
is permanently connected to the vehicle to ensure full recording of
events
Hard Wire Connections -
Tamper-proof seals cover all connections and these are inspected at each
service for evidence of tampering.
Hum Tone - The device
requires the subject to hum while taking the breath test to thwart the
use of bogus air samples, or use by an untrained user. This defeats "curbside"
assistance in starting an interlock-equipped vehicle. The use of Hum
Tone and deep lung air samples prevents the use of the device by young
children.
Breath Signature - In
addition to hum tone, the WR2 is equipped with other proprietary sensing
means designed to reject bogus samples and ensure that only human breath
which has not been filtered or otherwise disguised is accepted for
analysis.
Random Running Retest -
The device is programmed to require a retest at random intervals. This
feature inhibits "curbside" assisted starts, such as leaving the vehicle
idling while alcohol is consumed, and drinking while driving. Any missed
retests will be recorded as a violation in the events log, activate the
alarm horn and or emergency flashers until the test is successfully
completed or the vehicle is stopped, and trigger an early recall.
Power Disconnect - The
device records all instances where power to the unit was interrupted.
These instances must be explained satisfactorily by the participant.
Tach Wire - GIS has
discovered that the tachometer signal is the most positive indication of
an engine running condition, and is used to register a start violation
if an initial test was not conducted.
Independent intelligence
- The WR2 sample head and control module are independently intelligent
components. The WR2 set the industry standard that required interlocks
to detect, record, and initiate an immediate sanction for vehicle starts
with the sample head disconnected.
Mileage Driven/Driving
Attempts - At each monitoring appointment, the driving patterns of
the client are reviewed to determine if a change in pattern is evident,
which is an indication that the client may be driving a non-interlock
vehicle.
